Check the specs put out by the manufacturer, they will usually tell you what you can wrap their tape around. Most are fine to go on PVC, like a waste pipe. I've even ordered some heat trace from Alaska that is submersible to go down into the sump basket and inside the discharge pipe. It typically doesn't get that hot to damage the piping. Usually just warm to the touch.
