Heating a Crawl Space Frozen Pipes

Heat tape on pipe with insulation and a $10 thermocouple thermostat to control the heat tape. Have installed that combo in a number of places and is minimal cost and works well.
 
I have a customer that has had frozen pipes in her crawl space and I'm stumped on a good way to keep the pipes from freezing. She has the problem when the temps drop down near zero for any length of time. It doesn't happen that often. The plumber says the fix is not to use heat tape because some of the freezing is happening in the room walls above..

I agree with the crowd that thinks advice makes no sense. So what if some of the freezing is happening in the rooms above. Where is the freezing starting? In a heated room above the crawl space and then spreading down to a colder area? Really?

Wrapping the pipes in heat tape and insulation makes way more sense than heating the crawl space.
 
Cuz you never trust dem regulators.
There is no "regulator", as such. Just a solid semiconductor material that conducts more electricity and dissipates more heat when it's cold, and less when it's warm.

But back to the original point: This is a thermal problem, not an electrical problem. Find a thermal solution. (which might or might not include electricity)
