What makes a toggle switch "industrial grade" or "heavy duty". What's a "heavy duty grade 3"
 
I doubt there is a standard. It's likely just marketing, though there is probably something about it that makes it "better" than a "standard" product that company also sells. One company's standard product may be better than another company's "heavy duty." You'll just have to research the ones you are comparing.

In which case I think the 3 refers to the number of switches, after "Heavy Duty Grade."
 
Heavier metal stampings... pressure plate terminals instead of push-ins... rated 20 amp instead of 15...
