No, it's not a can opener. It's a tool to punch out the little rectangular knockout in the metal mounting rail in older QO panels to accept the CTL type tandems (the kind with the "hook" instead of a clip). I used to have a half dozen of these things, but I went for one today, and can't fine ne'er a single one. Ticks me off. I drew a picture of it, close to actual size, in case anyone knows where I can get ahold of one. The yellow handle is plastic, and the blade is shiny metal.

A couple years ago a guy of mine tried to get one from Square D, and I don't think he got a response. I hope they still make them, but they're not in the catalog. We'll be running into CTL type QO panels with metal guts for at least the rest of my life, I'm sure. Supply houses closed around here today.

I ran into this problem about a month ago. The trick was to "modify" aka trim the hook with dykes. I realize this is not the preferred way to go, but barring this special tool that cannot be found, I don't know any other way to make it work than the "on site engineered" way.

I have one hanging on the wall in my office.

They went obsolete back in the middle 70's. After Square D pre-punched the slots at the factory the tool was no longer needed.
