Wow, who would have known such a small remark would spark such a frenzy... 
First repsonse... no he does not take me to argue the code. I actually enjoy the challenge of learning the code and making heads or tails of it. In my own opinion the writers of the code should consider making it more user friendly. I am the administrator for the electrician's company and he is usually so busy that it is easier for him to tell me the issue and me research it. He is very intelligent and knows the code better than most electricians I have come across. Most of the questions I pose here are for my own information or to get a second interpretational opinion.
I really appreciate all the help you senior members provide. By the way I use his profile, because I figure it should not matter who is asking the question as long as someone is willing to provide the answer. If you would rather me setup up my own profile just let me know.
PS Thanks for all the helpful replies to my inital question. I spent some time yesterday reading more on the ampacity and those tables. I think I have a much better understanding of what 310.16 is used for.
