help me understand

The story is, I am working on a boat dock. The existing cables are being submerged in water during high tide. Existing boxes are fiberglass. Wires are spliced with standard polaris (NSI) splices. Eventually the water seeps in the box and and the splices explode in the water and power is dead. The circuit breaker never trips. Wires are live in the water. The grounding is correct. Could this be normal ?

Water is not a good enough conductor to trip breakers. The installation needs to be redesigned as the current inatallation is not safe.
