Look at 230.40 Exception 1

The service drop is the number of services, in this case one service to the building as per the general requirement of 230.2.

from there, the general requirement of 230.40 says 1 set of service entrance conductors per service.

Ex 1 to .40 permits a set of service entrance conductors to EACH OCCUPANCY. In my opinion Joe could run a set of SE cable to each unit from the service drop, on the outside of the building and conform to the code.

I do not like this, but it is permitted.

The grounding for each individual service will take place at each location, with the cold water connected GEC connected within 5 feet of POE and the water meter jumped (just one time jumping the water meter).

I bet those units you saw were not some of the most unsightly ones we have around here :( , there has been some work performed by those who do not care about the looks, especially if the looks affect the bottom line ;) .
