With a lot of basement walls around here we usually install a pressure treated 2x4 at the bottom and then run conventional studs up to the ceiling with plastic between the studs and the birth control blocks. This is because glass fiber insulation is a lot cheaper than foam and putting in 2 inch foam plus 2.125 inch thick furring strips takes more labor than just a good old stud wall.

We then run wiring in the conventional manner taking care to leave the bottom 16 inches available for refit with a pipe manifold that will drain the block cores if the exterior waterproofing cracks.

If this is an area that is going to be airconditioned you want a lot more than 3/4 inch foam insulation. If your foam insulation is on the outside then you do not need to use this method. If all your insulation will be on the inside 2x6s or an inch or 2 of foam insulation behind the 2x4s is pretty reasonable.
