They were suggesting replacing every part in every fixture. I'm just asking how that compares to replacing each entire fixture, labor included.

That's my SOP.... change out all the guts.

Changing out the entire fixture???? Maybe, but only in special circumstances. Suppose you plan ahead, and hang the lights off a chain or something so you only need to unhook it. Power is supplied by either an SO cord or some other easily-detachable method (such as ReelLok). Have a small supply of spare, working lights, and it would only take a minute to get a light up and working..... go up, unplug, unhook, hang a new one, plug it in.... done!

But, then you have a non-working unit to fix. Maybe now it's worth replacing components since it's sitting on a workbench.
 
Semems to me like we're talking about the difference between getting it done right the first time to get the customer satisfied and billed out and a make work project for a long day in the maintanance office.
