High leg delta

I don't believe that there is a "correct" color code per the NEC except for neutral and ground.
There is a few other colors specifically specified, orange or tagging is required for the high leg if the neutral is present, a few other color requirements of certain colors for isolated systems.
 
A high leg is supposed to be orange (or otherwise singled out) where the neutral is also available.
When the neutral is available? I've never seen that or noticed it. Can you give chapter and verse?
 
110.15 High-Leg Marking. On a 4-wire, delta-connected system where the midpoint of one phase winding is grounded, only the conductor or busbar having the higher phase voltage to ground shall be durably and permanently marked by an outer finish that is orange in color or by other effective means. Such identification shall be placed at each point on the system where a connection is made if the grounded conductor is also present.

I think we’ve had the discussion about “other effective means.”
