High leg on C phase

The poco in my area(Long Island, NY)requires the high-leg of a 3-phase delta system to be on the C phase in the metering equipment. Art. 408.3E of the NEC requires the high-leg to be on B phase in the breaker panel. Where does the Poco in your area require the high-leg to be terminated?

Florida Power and Light and most of the local Co-Op's require termination of the high leg to the "C" terminal or the furhest most right terminal. I believe the requirement is from an ANSI standard.

I was told that the reason the high leg has to be on "c" phase is because of the way the meter works to mesure wattage when current is drawn from the neutral. From Florida to Indiana We have always landed the wild leg on "C" in the meter can and then landed it on "B" at the first disconect or panel. The POCO here no longer offers this service. But we still have a few around here still in use.

You install the cash register according to the POCO's rules, the C phase is used for the wild leg, just roll all the conductors when you get to the service gear.
