high potential testing damage

We have conductors (12.5KV) newly installed underground which are energized and were hi-pot tested prior to energization. Our inspector is rejecting our testing of the cables because a city approved testing agency was not used.

Question: Does hi-pot testing multiple times damage the conductor insulation of the cable being tested?

If the AHJ wants the testing redone, we will do it. We just do not want to damage the conductors.

Depends how the test is done and with what equipment

I may be wrong but I believe there are other (non destructive) ways to test the cable just cost more $$$ what about VLF or tan-delta??
 
What part of the code requires Hi-Pot testing of new HV cables? Is there a local requirements for this?

Or is the City the one having the cables installed?
