High rise generator 700.9

I'm working on a high rise in NYC, they have a 500kva generator picking up the whole building.
The feeders from the generator travel from the roof to the basement through the electrical closets(14 floors) to the ATS's
I would consider these emergency feeders (picks up EM lights and elevators)and install a sprinkler head in each closet. I have 2 responses,"everything is emergency so it doesn't matter"
and "the electric rooms are 1 hour rated which satisfies 700.9"
700.9 calls for a 1 hr enclosure dedicated to the emergency circuits.
Should I just comply and move on?

Everything is not 'emergency' only the required circuits are emergency, the other loads will be optional standby article 702 and maybe some article 701 legally required systems.

In my opinion you are correct but I have no idea how you should handle it.

Pretty much "this is just our call" if it has to comply and my ass is responsible, do it right or call someone else... But we're a family businesses so
