I am looking for a section in the NEC that covers the use of a 15KV transformer enclosure as a raceway to route an unrelated set of power cables. Can we run a set of 15KV shielded cables through the enclosure of a transformer with or without any means of separation. It does not seem appropriate but is there anything in the code to prevent it?
 
I would be concerned with the overheating of the other power cables as the run through the transformer. I think the type of transformer would make a difference as well. See NEC 2008 Article 450.

I would also check with the manufacturer of the tranformer to see of thier recommendations. I wouldn't do it that way myself. There are other ways.
 
It would be more common to see a looping pedestal at or near the transformer for primary of another system, rather than having it looped through the transformer itself. Naturally, the transformer is going to have a feed-through capability on the primary side, but that's pretty much all of them. I think you're talking about wanting to leave slack from another primary cable inside an unrelated transformer? If that's the case, it might be legal, but it sure is weird.
