One of my first jobs (not my very first one because I was more careful with that one) after I became a contractor was near the edge of the city limits. I obtained a city permit, another contractor correctly obtained a county permit. The homeowner was mainly the one at fault in this case, trying to hire whoever could do it cheapest regardless of permits. But it was also my fault for applying for a permit from the wrong jurisdiction, and the city's fault for granting me a permit for a site not even in the city limits. The county inspector was pretty upset when all this first came to light (around the time of the final electrical inspection). The city eventually ended up refunding me the entire cost of the mistaken permit, even though they had sent an inspector and approved the job at the rough-in stage.
