our utility has new requirements for all new meters they must have a horn bypass so now our local Blue Box has the old Square D combo meter packs on sale for 70 bucks and they are just gathering dust

They'll either go into the scrap pile, or someone will snap them up and use them illegally or in a poco territory where they are legal.
