517.34(B)(2) "An elevator(s) selected to provide service to patient, surgical, obstetrical, and ground floors during interruption of normal power. In instances where interruption of normal power would result in other elevators stopping between floors, throw-over facilities shall be provided to allow the temporary operation of any elevator for the release of patients or other persons who may be confined between floors."
FOR A HYDRAULIC ELEVATOR DOES AUTOMATIC LOWERING TO THE FIRST FLOOR BY THE BATTERY BACKED UP SOLENOID COMPLY? IF A FIRE IS ON THE FIRST FLOOR PASSENGERS COULD NOT GET TO THE SECOND(ALTERNATIVE) FLOOR. I FEEL THE ELEVATOR MUST BE ABLE TO TRANSFERED TO THE GENERATOR. COMMENTS?

I can see this as going either way. The solenoid seems to meet the requirement of releasing people from the elevator. However, the article specifically says a "throw-over switch" is required (I assume this is a manual transfer switch).

It all depends on how your AHJ sees it.
