See 517.13(A) for raceway or sheath requirements, and no, HG recepts are not required in these rooms.

Maybe, maybe not, see 517.13(B) and take note of the exceptions. Can MC cable be used for room lighting circuit or have to use with HG cable?
Receptacles, no.Medical office building with MRI, CT rooms, will hospital graded cables and receptacles be required in these type of rooms per NEC?
Does not answer the question.Cables - you can always run raceways that are permitted in 517, with a wire EGC installed.

Your quotes don't go together.Cables, yes. Receptacles, no. But keep in mind that HG receptacles are just heavy-duty commercial grade and aren't much more expensive. So installing HG receptacles in all spaces except offices, meeting rooms and lobbies is probably a good choice. You would have to install TR in lobbies and meeting rooms.
