I had the same thought. If it's a reduced neutral, and since it's two legs of a wye system, that could explain the higher temp.
But if the conductor "Size" is the issue, wouldn't the entire length show warm not just the termination vicinity?

Thermal camera without additional testing tool use, only leave speculations. My view of the use of Thermal camera testing unless it is showing a significant temp variation indicative of an imminent failure, the view of variation of temp, similar to this, will point to need for further investigation. Most likely source of this view would be as suggested, loose connections.
Another perspective shows Slightly more heating of L1 compared to L2, this could also mean a much higher load on to the N in addition to the loose connection, another reason to further investigate.
Other than the loose connection other "issues" might be within normal perimeters with very little correction possible.
