Hot tub bonding

I failed an inspection for not bonding the cover bracket on a hot tub. I'm sure we have all seen them, it has a cover that folds up and then hangs on the side of the tub. There is a metal bracket that secures it to the side towards the top of spa that he wants bonded. I can't figure out how this metal bracket that is secured to the outside fiberglass wall and inside wood frame of the unit ever become a different potential that it would need to be bonded. Am I missing something?

680.26(B)(5) Metal Fittings. All metal fittings within or attached to
the pool structure shall be bonded. Isolated parts that are
not over 100 mm (4 in.) in any dimension and do not
penetrate into the pool structure more than 25 mm (1 in.)
shall not require bonding.
 
The inspector is a bit off on this. If the product is a listed unit than you don't have to bond anything. You may however have to do the equipotential bonding.
 
The spa meets all requirements that I don't have to do the equipotential bond. The bracket is larger than the measurements that would be covered under the exception, but IMO there is no way that this would ever become a different potential being that it is not connected to the ground in any way. I would think if it part of the spa, they would bond it at the factory.

I agree it is a packaged unit then I don't believe he can enforce that
