Hot tub design??

We are working on a project design (higher end residential) where the client has specified he will be installing two hot tubs, at first we indicated a 4 wire system (2-hots, 1-neutral, 1-ground) from the main distribution to a ?Spa Panel? not knowing the exact equipment at the time and then to the equipment after receiving the manufacturers cut sheet information it indicates 4 wire to the spa disconnect and only three to the equipment (2-hot & Ground) the wiring diagram indicates ?no load neutral? is this correct I thought you had to have the neutral landed on the load of the GFI brkr. For it to operate?
 
Right. The load need not have a neutral, but if it does, it should land on the GFCI's neutral load terminal.

The GFCI's neutral pigtail must land on the panel's neutral bar, whether the load has a neutral or not.
