I don't want to reopen old debates. But let me just mention that an empty conduit attached to an empty 2x4 box does not (IMHO) comprise a part of the premises wiring system. There are no wires, you see. Bring in a set of wires that are attached to a circuit breaker at the other end, and cap them off within the 2x4 box, and you still don't (again IMHO) have an "outlet." You are not taking current for any utilization equipment, not yet anyway.
