Hot Tub GFCI

Maybe somewhere in the house there are neutrals of different circuits tied together with a wire nut?

Take the neutral from the hot tub off at the panel and see if you have continuity from the disconnected neutral to the the neutral bar in the panel?
Worth a try although I do not see how we would have continuity as that neutral would just be tied to the neutral in the hot tub disconnect.

Hot tub is straight 240v no neutral. Could that be causing an issue?
No, and in fact eliminates one possible leakage-current pathway.

Next experiment is to disconnect the load wires at the GFCI breaker itself.

If it holds, your problem is between the breaker and the control panel.

I'd check the feeder neutral make sure that has good connections, an elevated G-N voltage might mess with the GFCI electronics.

When you ruled out everything that is likely, it's time to check the unlikely. Especially when it's quick and easy to test. It could be something like a nail or screw that Murphy Law drove into a wall.
