I would think if the bricks don't have joints filled, hammer drill will break them. I'd try drill only unless there's a test brick laying around
That’s what I afraid of. This is for my wife’s friend if I break a brick my wife will bring it up for the rest of my life
 
I mean really, how big of a hole do you have to drill? 1/4" for a couple of plastic anchors for 3 feet of conduit? Hammer drill and masonry bit which you should have. Those pavers aren't going to break believe me!! I don't think you could break one if you tried, that's why they are cut with a saw. They get anchors set in them all the time for patio heaters and you name it.

And NO you don't ever want to disturb the bedding sand by tunneling under or ESPECIALLY a water jet because it will eventually lead to the pavers sinking in that area. That's what I would worry about, not cracking. If you ever had to go under, either do it before the pavers or if after, get a contractor who does pavers to take up a path so you can trench, then he will replace and compact the bedding sand and put back the pavers.

By the way, that picture looks EXACTLY like my patio.

I was thinking 3/16 and a tapcon. I don’t plan on going under the brick. I’m going to carefully drill it and hope I don’t crack one.
