Hot Tub or Spa Overhead Service Clearance

What is the required clearance of overhead service drop conductors to the water level in a self contained hot tub or spa? Does NEC Art. 680.8 include hot tubs or spas?

I know the clearance over a pool or similar installation is 22.5'. What is the intent of the 22.5' clearance requirement and does it apply to the self contained hot tub or spa?

680.42 A spa or hot tub installed outdoors shall comply with the provisions of parts 1 & 2 of article 680. So, yes it does apply.

Does anyone know how the 22.5' was arrived at?
