Hot tub Perimeter surface bonding

First time I ran into this. Customer has a Hot tub that fits all criteria for 680.42 (b) 1-3.
#4 is my issue. They are recessing the hot tub in a deck it will be sitting of pavers. Top rim of the hot tub will be under 28"

Never had dealt with 680.26 (B)(2)(b) with the 5 rules. Looks straight forward just want to make sure that is all I will need to worry about.
