Hot tub power

Is it allowable to run a 60 amp 4 wire feeder to a hot tub from a 4 wire sub panel instead of the main breaker panel?
 
A fellow electrical friend said something to the effect of needing an insulated ground wire to feed the sub panel. I asked if hes confusing it with the ground to the tub itself he said no. He does a lot of pools , I have no idea what he means by this but Im doing a hot tub Tmrw and wanted to see what was what by asking here.
 
Jus to cover all bases, it would be questionable for an outdoor hot tub in a premises other than a one family dwelling.
 
If you are installing a 4-wire feeder to a panel that will supply an outdoor hottub, you will need to follow 680.25. He is correct in stating that an insulated Equipment ground conductor is required.

If you are installing a 4-wire branch circuit to an outdoor hottub, you can use a Chapter 3 wiring method inside the building 680.42(C). Do not forget 680.42(A)(1).

Do not forget to read all of the first paragraph in 680.42.

Pierre are you saying if the sub panel is existing that the feeder must go to a main panel for an outdoor tub?
