RULE #one if somone tells you the powers off go get a tester and check it for your selfe RULE#two assume the equipment is hot untill you are satisfied otherwise RULE # three make the ground then make the neutral first ,make the hot last Its not good to work on electrical equipment in a thunder storm either ,If all the above was forgotten or the inspector didnt know it and it was tagged energised and the lites were on and he is a stickler on chicken **** articles he probably dosent understand,maybee this was a wakeup call to him from above?

Bennie to answer your question No !!!!! When we get our final ,the inspectors couldn`t care less if the system works.All they check for is spacing ,min. lighting a/c and a.h.u. breakers ground continuity on switches etc.Code compliance is all....As unreal as it seems!!!!!!!!

I know things are done differently around the country, but in this area the inspectors would not be impressed with a "hot" male cord cap.

I think you can consider yourself lucky that this moron is too embarrassed to make an issue of it.

IMO had he been hospitalized or killed, you would have exposed the company to some serious liability. Not to mention the guilt you might feel.

From what you described you installed and left at least one clear violation

2002 NEC
406.6(B) Attachment plugs shall be installed so that their prongs, blades, or pins are not energized unless inserted into an energized receptacle. No receptacle shall be installed so as to require an energized attachment plug as its source of supply.
I would think this one too.

408.16(F)Back-Fed Devices. Plug-in-type overcurrent protection devices or plug-in type-main lug assemblies that are backfed and used to terminate field-installed ungrounded supply conductors shall be secured in place by an additional fastener that requires other than a pull to release the device from the mounting means on the panel.
These are not modified by article 527 Temporary Installations.

My only point here is if this had to go to court I do not think the fact the inspector acted stupidly would come up, the fact that a qualified installer ignored the code would be the focus.

The inspector must first have the OSHA required PPE to open the panel and then must check for voltage before reaching into the panel. Even if there is no voltage present, unless the power source is locked out, the inspector cannot touch the exposed parts without proper PPE.
