Stick the panel in Bedroom #2, behind the door. Nobody's gonna inhabit that room anyway, there's no cross ventilation. It's destined to become "the spare room."

I'd go for option # 1, "Keep it where it is" and hang a picture of 'Aunt Tillie duck hunting' totally covering it. It makes it easier for the trouble-shooter to find the panelboard to just lift the corner of a picture frame, rather than search thru murals, etc.....
