Are you asking about made electrodes such as ground rods?
I think they are asking when 250.53(D)(2) first appeared in the code.

My 1987 250.81(a) says,...
A continuous metallic water pipe shall always be used as the grounding electrode where such piping is available.
A metallic underground water piping system, either local or supplying a community, shall always be used as the grounding electrode where such a system is available. If the buried portion of the metallic piping is less than ten feet (including well casings bonded to the piping systems) or there is some likelihood of the piping system being disconnected it shall be supplemented by one or more if the grounding electrodes recognized in Sections 2582 and 2583.

Where the buried portion of the metallic piping is less than ten feet (including well casings bonded to the piping systems) or there is some likelihood of the piping system being disconnected it shall be supplemented by one or more if the grounding electrodes recognized in Sections 250-82 and 250-83.
