How low can panel be?

I have been visiting the forum for months now. I find everyones input educational and entertaining as well. I decided to make my first post because I was asked a question I could not answer with a Code article to support it.

How low on the wall can a panel (100a-200a) be mounted? Article 404.8gives us max hight for switches and circuit breakers but I am stumped to find min hight.
 
No. Actually the person asking the question is building an announcers/scorekeepers box for little league baseball field. I was refering to be able to reply to the question "there is only a min hight in moble homes art 550.11(a).

Yeah, but don't use that as an excuse to put the panel at some low height, without some compelling reason. The "no min height" permission is normally only utilized when you're dealing with a very long MDP that has to be near the floor so that the uppermost OCPD isn't above the max height. If you're talking about a regular miniature circuit breaker panel board, figure out a way to get it at a "normal" height, if you can.
 
This post reminded me...I once did a service call to replace a bad breaker in a panel that was right on the floor in the corner of the closet. Guess what kind of dwelling...a mobile home.:rolleyes: fo figure
 
As a general rule, I would use ANSI 117 section 308 reach ranges for accessibility to limit the lower positioning of any operable portion of the equipment which is 15" off of the finnished floor surface.

This may not be required, but could serve as a guide that would not be questioned latter.

Think about the dedicated space and minimum height in working spaces though. i.e. not installed below a bunch of shelving.
