so we still have some inspectors who will enforce counting both travelers as current carrying conductors when applying derating rules.​

I don't. Never have counted a conductor that didn't carry current, when there was a pair and only one carried current at a time.

I’ve worked on homes that gave me the option to use the travelers during a remodel. Yeah yeah, i know, some aren’t planning their installs based on possibilities. Yet, it seems code is. This brings up the subject of sub panels, and the six handle rule—where inspectors or jurisdictions where failing people for installing a panel with more than 6 spaces<<<this I found ridiculous!!

that's what I was getting at. Is there a specific exclusion or do I just need to convince the inspector that this logic makes sense?

As I stated there is no exclusion so good luck convincing him/her
