One drop is 100 amps another is 100 amps and the other is 200 amps.
All to the same address with a total of 6 breakers to shut off every thing.

Suppose you had two risers on a building- one for 240/120v and the other for 480/277v. That would e two services. You could also have two services anytime there are 2 service laterals or drops from the power company. As I understand it the service laterals and drops constitute the number of services.

One lateral feeds six meters- one service
Another lateral feeds another 6 meters- that makes service number 2

The low volt and the high volt example make sense. The others would be the under circumstances.
I wouldn't think it's profitable for the poco to have multiple drops to maintain like this one.

Sometimes folks get tricked into thinking that separate meters with separate risers connected to one service drop is more than one service. It comes down to 230.40 exception 2 and noting that there is nothing that requires that the multiple sets split from some specific point (i.e multi gang meter). They can be separate all the way to the service drop. It also helps to consider that (ignoring certain local declarations of the service point being at the meter) the NEC doesnt care about the meter.
