could be! don't know about 22 years ago, but they will let anybody do electrical work these days! the NEC changes drastically every 3 years, so us licensed folks have to have 4 hours of continuous education to try and keep up. you can view hundreds of posts in this forum and get thousands of opinions on a particular subject...mostly on interpretation...IMO! aluminum wiring is outlawed now, but over 20 years ago it was a hot item! Maybe 35 foot runs of cable is outlawed today, but I have been told it was legal 20 years ago! go figure!
