I would not have put the breaker back on, I would have taped up the ends and let the guy stew around until he decided he could do it himself. A big red flag for me is "I've got the parts, will you install them?" It eats into my profit margin, generally are not all the right parts, and are a sign they have tried to con someone else into doing the work. It takes complete control out of your hands which is dangerous and frustrating.
It usually goes with "Money is no object!" Yeah right, now that is a good oxymoron. Means there isn't any money when you are done.
$500.oo for a panel change out???? Time to get onto the other side of that supply demand curve and make just as much money in half the time and go fishin the rest of the week.
Send that guy a bill. Now, and in 90 days find a collections agent and let them dun him while he remenises about the $500 panel change out he let get away. P.S. Don't work for that guy again ,and when he asks, send him to an electrician you don't like.
