How Much Should I Charge For Electrical Drawings

This is the message I got on LinkedIn.

"How much you want to do design for 4 floors each floor 150 meters square…for power layout,lighting,low current,wifi access control fire alarm "

It is from a sketchy Linkedin profile with no image. What is a fair amount to charge for all the drawings? I am in a 3rd world african country so it should be about 1/10 to 1/20 what an American would charge. Also, we don't do hourly rates. So he wants a total charge for everything.
 
I would silently walk away (i.e., do not even respond). I suspect that the project is not real, but rather an attempt to scam you. Certainly do not move forward without looking more closely into whoever is reaching out to you.
 
In these days of remote work all that matters is where your are licensed / certified to practice and if you know the local codes/rules etc not where you actually are when you're working, I could be down the street from you at a beach resort in Ghana designing a project ...

well I am Ghanaian living in Ghana and the project is going to be built in Ghana so I need to charge Ghanaian rates but I am not sure what the rates are so I want to use a tenth of the American rates
