How to add 200a main service disconnect breaker to SC12L200F

My house has old style SC12L200F main service panel without main service disconnect breaker. I am installing solar PV system with 40A back-feed current and AHJ (Conta Costa County) accepted my plan which lists this MSP model and I did not realize this would be a utility side connection at the time of the plan submission.
Is there a way to add a 200a main service breaker disconnect to this MSP?
Or would AHJ and utility accept this during the inspection?
I am still under "6 throw" rule for shutting the power off to the house.
