How to check on existing wiring?

We had a project where we replace several existing electrical panels by new and re-use existing all branch circuits by re-feeding them from replaced panels. Contractor suggest to pull new wiring for all branch circuits because they said existing wiring is bad but did not tell in details what they mean the wiring is ?bad?. We couldn?t hold on contractor and this will affects the budget, does anyone has any experience with ?bad wiring? and how to check it? Is it possible bad wiring insulation material or can be aluminum wiring or any other means? Thanks!
 
Let's start with the age and type of insulation on the existing conductors. If it's RHW or some other rubber based insulation it's more than likely reaching the end of it's useful life span.
 
1. Hire a independent testing firm to perform electricial testing to NETA standards submitting detailed report.
2. Hire an electrical contractor that knows enough about his profession to know what the proper answers to your original question.
 
I would demand a little more information about exactly what is wrong with the wiring. Especially if it worked before the project started.

Having a contractor say it ALL needs to be replaced without a solid reason sounds like they are just trying to make money, unless the insulation is literally falling off the wires.
