How to define "where subject to physical damage"?

MC cable can be used exposed. But can not be used at where subject to physical damage. I have just done a puchlist on jobsite. Saw MC cables were used for final connection from disconnects to water heaters. Water heaters sit on floor, one is in sanitor closet, another one sits at a corner of a big warehouse and protected by bollards. The connection is pretty low and very easy to be touched. We normally specify MC cable to be used in concealed place or where protected by steel joists. I am not quite sure if the places water heaters located are where subject to physical damage. Thanks.
 
Its ultimately up to the discretion of the AHJ. We make water heater connections with MC cable. 5' high water heaters. never had a problem with AHJ.
 
"subject to physical damage" is 'subject to interpretation'....

'round here it wouldn't fly, but you could get away with AC, or LTMC from a disco.
