Well, I know this post is extremely late but most of those solutions are just awful. There is a simple easy DIY product I have seen in the oilfield. It is called a Static Lasso, it will relax charge buildup inside the tanks, not corrode and is inexpensive. Simple carbon fiber rope anchored into tank and grounded. Google static lasso, you should find it. Best of luck to future readers.
