How To Reconfigure A Switched Electrical Outlet

Please see the attached photo of the outlet controlled by the switch.

There is only 1 incoming wire in the outlet box and when the switch is turned off, but the outlet don't work.

How do I have the switch only control 1 outlet and the other outlet remain on

To answer your question you can't legally, you would need an additional conductor.
