So they want us to remove this firestop/putty around the cables. This is a manhole with 600v 120/208v cables. How would that be possible to do live? How the heck would you even remove the putty without damaging the cables?

Is that duct seal? If so it might be able to be gouged out with a dull tool.
 
Even at those voltages I wouldn't attempt to do it live and certainly wouldn't ask an employee to do it.
 
I can't imagine how that could be so important you can't schedule a shutdown.

Those circuits are more important than someone's life?

I do a lot of things live, this would not be one of them especially at those voltages.
 
You need to research confined spaces and arc flash (yes even at 208V) before wasting any time on quoting this
