How much they charge is not the issue...even if they charged only $1.99 for the lamp....the issue is:

What "IF" some suit decides the 2 CFL's for $24 was such a success for the POCO, they turn around and send each and every HO a dozen or two CFLs @ $10 ea.

That they sent ANY lamps and charged for them without proper authorization is a problem.

Complete agreement here, sorry if I wasn't clear.

If you are sent unordered merchandise, then my understanding of the law is that you may consider it a gift, keep it and not pay.

Sending overpriced, unordered merchandise is a standard _scam_ that the FTC warns about. I wonder what would happen if the POCO was reported here:

Our POCO has an rebate program with a electrical supplier. You sign up and purchase CFLs for $2.00 each, the rebate is between the POCO and the supplier.
Today at the big box, I saw CFLs for .99 each. I have replace nearly all my incandescents with CFLs and have seen a good reduction in my utility bill.

There is definitely an alterior motive here for the Utility company.


The Utility company in our area has asked to be able to institute a raise hike in the monthly charge to its customers. They were rejected due to portions of their area as being inefficient and not able to handle the demand.

There are two ways for them to deal with this.
1. install more capacity to the area - very expensive and time consuming.

2. Reduce the capacity.
HMMMM - let me see. The utility company sponsors a program for their customers, basically at almost no cost to them to "assist" them in lowering their monthly usuage (lower monthly bills for the customer - or so they think). By the way. This program is only open to the customers in the areas of demand that the utility company cannot keep up with.


the customer is lured into the trap...
Now the demand for those areas goes down, the oversight committee approves the rate hike and the utility company gets their rate hike for the entire area they supply powe to...NICE, what a score for them and those people thought the utility company was their new friend.

Sure they can when they have your Public Utilities Commissioner in their pocket.

"C'mon Pierre its only $24 total and you'll probably save that and more by switching over"

LOl what a scam and lets see here you do the math I come home and am home for six hours a day and run four 100 watt light bulbs..I get the four light bulbs four 2.65 and now my POCO thinks I can save a ton of money so they send me 2 bulbs for 99 cents a month which total 23.76..tell me how much does it cost to run 4 100 watt light bulbs per month and how much would it cost to run four 28 watt fluorescent light bulbs per month at 8.5 cents per kilowatt and does the savings offset the price?? now them cheap six packs for 6 dollars are not the same as a quality light bulb..think for it why would you sell a light bulb that costs 8 dollars for a dollar..Only if they could be manufactured cheaper can you do that..That is because cheaper equals less quality.. so you will replace them or suffer a dimmer more yellow look..I can not get the cost to add for me but go for it..I do have some and have seen no reduction in my electric bill..
 
A friend of mine gets power from Allegheny Power and refused shipment of the lamps. He claims they can't charge him for the bulbs because he refused them. I ask him to let me know how he makes out???

Customers won't be charged for the lamps, but will be charged for the Program...

The method they are using for charging is not a line item deal.
The cost is in the form of a surcharge, .99 cents per month for 12 months.

Isn't this just like when they tell us to conserve fuel and then when we do they raise the price of gas becasue they say their sales dropped?

I don't know how the utility grid is standing up in your neck of the woods but in California we have had such rapid growth in some areas that the utility's cant keep up with the demand. The change out of ballasts and fixtures buys them time on a sub structure that can not deliver the KW that are needed.
