Is the calculated load on a 150watt HPS just a straight 150W? At 120v volts it would be .8 amps?

No. 150w is what the lamp consumes on the secondary side of the ballast.

120/208/240/277 ballasts have operating currents of 1.8/1/.9/.8 respectively,,this current is what is used for circuit loading,the socket voltage oft times does not vary even tho the wattage may.............480V is .4 amps if you need that.
