HVAC Disconnect or Circuit Breaker..What is it?

As mentioned above, Square D sells a 60A molded case switch only #QO200TR, which looks just like a circuit breaker. They also sell an enclosure only #QO2TR for you to install a circuit breaker into. These two devices use the same enclosure, so from the "outside" they look identical.

There is no NEC issue with installing two OCPD in series. If there were we would never be able to have a main device feeding branch devices.

But this is done quite often, usually in commercial and industrial settings.

Conductors feeding machines are routinely oversized for voltage drop purposes, and the breaker in the panel is sized to protect them. Then, at the machine, another OCPD is installed according to the nameplate. That OCPD is also the disconnecting means.
