Hydromassage tub help/ explanation

I recently purchased a hydromassage tub and I have some questions about wiring.
It has only a blower motor with 16/3 sjtw wire without a plug.
The sticker on the motor states it is 9.5 amp 120v, and it should be protected by overcurrent device no more than 15 amps.
The instructions that came with the tub show the tub being plugged into a 20 amp gfi receptacle.
Can anyone explain how this should be wired?
Maybe I'm overcomplicating it but things seem to be contradictory.
