The clippings are laying on tile the luminaire is installed in, tiles in the background don't have any clippings on them, don't have any luminaires installed in them either. Can't wire a luminaire that isn't there.

How else do you install recessed cans in a drop ceiling?

That's relatively clean for a dropped ceiling. Usually there's a million miles of abandoned data cable right above it.

I think he saw in the scraps a piece of SO or SJ cable, but it could just be a piece of coax. We can't see up above and some of those scraps undoubtedly came from something besides those can lights.
