Nearly every time I go to a hardware store I find opened packages with parts missing. I would hazard a guess that a lot of the perpetrators of such thievery would also bend your ear about how you cannot trust the government.

Back in the day...when I was still a meter nerd...we had a class given by UL on how to spot a counterfeit UL label. This one is legit....font id correct, thickness of UL and circle must be the same, etc. Gee, if it would only fit in the package....automatic resetting too....a deal, for sure. Walmart....now why does that not surprise me?
 
I had a service call at Wally World for a bad GFCI. I got one from the hardware department and took it back to the UPC clerk. I asked her to "remove from inventory" for "store-use". (I don't know what UPC stands for).

I R&R (remove and replace) the GFCI. I energized the circuit and pressed the reset button. Hmm. When did Leviton start putting their faulty GFCI's in GE packaging? I was sure glad I hadn't actually drove somewhere else. I took it back to the claims clerk and then started over.
