I would like to know why in a sub panel that grounds and neutrals can not be tied together is there a code to reinforce this

I would like to know where in the current NEC it states that in a sub panel application grounds ands neutrals must be seperated
 
250.24(A)(5) Load-Side Grounding Connections.
A grounded conductor shall not be connected to normally non–current-carrying metal parts of equipment, to equipment grounding conductor(s), or be reconnected to ground on the load side of the service disconnecting means except as otherwise permitted in this article.
