IBC 2000 Fire Alarm Requirements for S-1 Group

Non-NEC question here, but hopefully one of you guys can help me out. If you read Section 907 of the IBC, "Fire Alarm and Detection Systems", it does not list Group S-1 (Storage) occupancies, while it does list almost every other type of occupancy. I would hope that to mean one is not required in S-1 occupancies. But I'd rather have explicit rather than implicit direction on this. Can anyone refer me to any part of the IBC that tells me why an S-1 doesn't require fire alarm?

P.S. The NEC reads like a bedtime story compared to the IBC. ;)
 
I'm pretty sure the IBC doesn't tell you why one isn't required, anymore than the NEC doesn't tell you why things aren't required.

If it was required by the IBC it would be listed in Chapter 9. An S has to be sprinkled in many cases, and that is listed in Chapter 9.

Not a very satisfying answer, but the best I can do.
